Angela Yih was working for Age Concern Scotland, based in Edinburgh. She had been heavily involved in a campaign, with other voluntary organisations, to combat fuel poverty. In recognition that the problem of fuel poverty needed to be tackled at policy level, the campaign was aimed at the Scottish Executive adopting realistic and achievable targets for eliminating fuel poverty. In 2000, it lobbied MSPs to amend the forthcoming Housing Bill to include more action on energy efficiency and fuel poverty.
